District Attorney Now In The Collection Business
This may be old news to the rest of you from around the state, but here in Mobile the DA has recently instigated a restitution recovery unit as a special division of the DA's office pursuant to an act that was passed in 1995. (12-17-225) The statute provides for the recovery of bail bond forfeitures, court costs, fines, penalty payments, crime victim restitution and VCAs. There is a collection fee of 30 per cent of the total owed (and, get this, the court gets to keep only 25% of that, the rest going to the DA) Long story short: I am attacking the constitutionality of this as Ex post facto, due process, etc. violations. Ideas on how to proceed.

Maryland Attorney General Asks For End of Death Penalty
J. Joseph Curran, Jr., announced a few days ago that he has called for the abolition of the death penalty. Curran noted the national rate of exonerations in capital cases, recent public questioning of the way the death penalty is administered in Maryland, as well as the existence of life without parole in calling for an end to executions.
'NJ Weedman' Wins Right to Advocate Drug-Law Reform
Edward Forchion, better known as "NJ Weedman," has sought attention for the cause of marijuana legalization for years. He has also been a high-profile inconvenience to the legal system. On Jan. 24, however, Forchion was handed a victory, as a federal judge in New Jersey ruled that the state courts' Intensive Supervision Program cannot restrict Forchion's First Amendment right to advocate drug-law reform. Rebel Venezuelan officer discovered training US-Cuban mercenaries in Florida's Everglades.

Reports published in the Wall Street Journal and on Cuba's Granma news service claim that rebel Venezuelan military officer Captain Luis Eduardo Garcia is training groups of Cuban-Americans in the art of military warfare at a firing range in the Everglades swamps. Fifty men are receiving training, of which 30 are Cuban Americans and the rest Miami-based dissidents and radicals. The move comes following the signing of a pact between Garcia's Venezuelan Patriotic Front and and the anti-Castro F-4 organization and their formation of a civil-military alliance. Garcia was heavily involved in the April 11 coup d'etat against the government of President Hugo Chavez Frias. The Wall Street Journal goes on to say that the two groups are committed to uniting their "combined military experience and exchanging espionage information."
